About Emmanuel Hospital Association (EHA)
Emmanuel Hospital Association (EHA) is a large, non-profit provider of health care in India, having a network of 20 hospitals and 42 projects spread across 12 states of India. EHA's comprehensive health services integrate essential clinical services with primary health care and community-level engagement to address the health priorities of the poor and marginalized people and to facilitate the development of healthy communities. EHA serves the communities in rural and semi-urban areas of Jharkhand, Bihar, Chhattisgarh, Madhya Pradesh, Uttar Pradesh, Uttarakhand, Delhi, Maharashtra, Manipur, Mizoram, Nagaland, and Assam.
Established in 1969, EHA has a forty-six-year history of holistic work. The primary focus of EHA is to care for the poor. EHA serves through health, development, HIV/AIDS and disaster risk reduction programs, investing in the health and well being of the poor.
EHA works in partnership with the communities, governments, community-based organizations and NGOs, at district, state, and national levels, to deliver the services effectively and efficiently.
EHA is registered under the Societies Registration Act 1860 and also under the Government of India Foreign Contribution (Regulation Act).
EHA's Humanitarian Aid & Disaster Management Initiative
As EHA, first recorded relief program was done in the year 1991 following the massive earthquake in Uttarkashi, (then Uttar Pradesh) with a specific focus on a medical emergency. However, many Units of EHA were engaged in disaster relief program prior to 1991 on their individual initiatives or with CASA.
From 1991 to 2005, EHA responded to 9 large scale disasters mostly on ad hoc approach basis with individuals drawn from various hospitals.
The last few decades have shown an increasing trend of major disaster events resulting in huge loss of lives and damage to property and infrastructures mostly in Assam, Bihar, Gujarat, Jammu and Kashmir, Maharashtra, Odisha, and Uttar Pradesh. The emergency response included a series of interventions in various disasters like earthquake, cyclone, tsunami, flood, avian flu outbreak, cloud burst, ethnic clash, etc. One such intervention took EHA's medical team to Kosovo in 1999 to provide medical assistance to the victims of internal conflict with the initiative of the UNHCR.
Strategic Direction for Disaster Management
With increasing number of major disaster events taking place in India and EHA's growing engagement in responding to these disasters in relatively new areas of operation such as, food, temporary shelter & other non-food relief and the challenges related to quality, accountability and transparency it became imperative for EHA to establish a systematic approach to disaster relief. Besides, post-disaster rehabilitation program required expertise and the need for disaster preparedness and undertaking measures for disaster risk reductions are essential parts of disaster management. This led to formally start the Disaster Management & Mitigation Unit (DMMU) in the year 2006 with a small team in Central Office in Delhi. Eventually, DMMU developed a three-pronged long term strategy in the year 2008-2009 with its main focus on Emergency Response, Disaster Preparedness through Training & Capacity Building and Disaster Risk Reduction in (healthcare & educational) Institutions.
Emergency Response- EHA has earned commendable experiences in the disaster management field during the decade. As of now, EHA responded to as many as 39 disaster events approximately benefiting more than 500,000 victims.
Training & Capacity Building programs- Since 2007 more than 17000 volunteers (students to medical practitioners) were mobilized and trained as First Responders. The training includes Basic Life Support * (BLS), Advanced Life Support* (ACLS), First Aid (FA), Fire Safety & Rescue, Post Disaster Psychosocial Care (community level), Basics to Disaster response (BDR). These training programs are conducted under DEEM (Disaster Education & Emergency Medicine) prioritizing in high disaster risk region.
Disaster Relief Management (DRM) and Hospital Disaster Preparedness & Response (HDPP/R) are advanced courses for leaders from community and healthcare organizations, developed by EHA. DRM is under-way to be part of a university diploma program while HDPP is shaping up for a national level program.
Disaster Risk Reduction- EHA undertook 5 large DRR programs high disaster risk regions – Uttarakhand and Northeastern Region of India. In the year 2010, the disability-inclusive approach was adapted to DRR and effectively incorporated to disaster response programs as well. The DRR programs are integrated proactively engaging community and educational institutions (schools/colleges etc.) alongside hospitals and therefore fulfilling the mandate of MDG (Millennium Development Goals) and HFA 1 (Hyogo Framework for Action). EHA played an important role in advocating for including Health and Disability as a major area of global DRR framework at the global level through the Global Platform for Disaster Risk Reductions in the year 2013. At one of the general assembly, EHA also advocated and appealed the UN and other global level organizations for engaging grassroots level community-based organizations for an effective outcome of the new DRR framework possibly in Sendai, Japan.
No organizations can independently achieve disaster management goals and hence collaboration, coordination, and networking with relevant organizations at all levels is an essential EHA is closely networking with local, national as well as international organizations and is committed to Quality, Accountability, and Transparency in all its operations and activities.
An independent Social Equity Audit organization applauded EHA for its Emergency Relief Program in Bihar in 2008, closely looking into equity, transparency, accountability, gender, and participation of the local community. EHA's Emergency response Framework was developed to guide and maintain Minimum Standards of disaster relief.
The DMMU Team:
The Disaster Management & Mitigation Unit has always been the 2-member team with support from a Project Officer - Documentation. However, a total number of team member fluctuates between 3 - 10 depending on the projects undertaken.
The Head of the Team reports directly to the Executive Director, due to the nature of the activities they undertake.
Mr. Peniel Malakar Heads up the team with Mr. Shem Raomai as Project Manager and Ms. Persis Pradhan as Project Officer-Documentation.
